It depends on the role of that capacitor. Here it seems it's the decoupling. I'd say neither. First of all it should be rotated, secondly it should be as close as possible to the pin it's serving. Topology suggests it's a bulk decap for VCC. Small capacitance and awkward placement near the pin says it's decap

This way better communicates the intent, although VCC could be further or more to the left, while the ground could be placed immediately after the cap

Routing is really good if this is not automatic placement

Though I would rotate the VCC anchor to be on the side

Or draw a global vcc wire on top and tap local wires from there

One could also separate grounds, but that's besides the point of autorouting

I guess it's an authoring and design intent issue.
