I propose adding automatic repository refresh and a single retry to `tsci registry packages update --package-name rushabhcodes/usb-audio-dac --github-repo rushabhcodes/usb-audio-dac`. This command can currently fail with `403 repository_not_accessible` because the API checks a stale repository list, even though the GitHub App already has access.

While connecting my DAC repository using `tsci registry packages update --package-name rushabhcodes/usb-audio-dac --github-repo rushabhcodes/usb-audio-dac`, I received `403 repository_not_accessible`, despite being logged in and the GitHub App having access to all repositories.
