While building a board with an edge connector, I got reports that an SMT pad is violating copper-to-board-edge clearance, even though the pad is intentionally placed at the board outline as an electrical contact. The checker reports `0.010mm` clearance where `0.200mm` is required, and `allowOffBoard` does not change the result.  

Does this look like a valid issue that I should open a  repro for? <@757706909351411845>
